Vladimir Afanasyevich Biryukov (Russian: Владимир Афанасьевич Бирюков; 19 October 1933 – 6 January 2021), was a Russian politician and businessman who was the 1st Governor (Head) of Kamchatka Oblast. He was also the chairman of the Board of Directors of OJSC Kamchatgazprom.
