Project COUNTER

Project COUNTER or simply COUNTER (Counting Online Usage of Networked Electronic Resources) is an international non-profit membership organization of libraries, publishers, and vendors. The organization continually develops a standard, the Code of Practice, designed to count the usage of library electronic resources: journals, databases, books, reference works, and multimedia databases.
