Lucius James Kellam, Jr. (September 25, 1911 – September 24, 1995) was a key figure in the development of the Chesapeake Bay Bridge-Tunnel (CBBT), which is officially named the Lucius J. Kellam, Jr. Bridge-Tunnel. He served as its chairman for 39 years, from 1954 to 1993, overseeing its planning and construction.
