Guan Zhi'ou (Chinese: 关志鸥; born 20 December 1969) is a Chinese politician of Manchu ethnicity, currently serving as minister of natural resources. He previously served as director of the National Forestry and Grassland Administration.
Guan is a representative of the 20th National Congress of the Chinese Communist Party and an alternate of the 20th Central Committee of the Chinese Communist Party. He is a delegate to the 13th National People's Congress.
