Cecil Edwin Kinley ONS (January 16, 1932 – January 19, 2015) was a Canadian politician and heart surgeon. He represented the electoral district of Halifax Citadel in the Nova Scotia House of Assembly from November 1997 to March 1998. He was a member of the Nova Scotia Liberal Party.
