Blue lightning crackles across the ground, shocking everything it touches.
4e Power Usage::At-Will Arcane, Lightning, Zone
4e Power Action Type::Standard Action	Area burst 2 within 10 squares
Effect: The burst creates a zone of electrified floorspace that lasts for 5 rounds. A creature that enters the zone or starts it's turn there takes 1d6 + Intelligence modifier lightning damage. Any creature inside the zone has a speed of 1.
