you can cast the spell anywere within 30 feet of you. the base range and were off time are 20 feet and 1 minute. any creatur in the line of fire can make a dexterity save. if the save succeeds then nothing happens. if the save fails then the creature takes 1d4 cold damage and is frozen for 1 minute
At Higher Levels. When you cast this spell using a spell slot of 2th level or higher the spells range increases by 15 feet per level. and the time it takes for the ice to melt is increased by1 minute.
